Obtaining a Texas License to Carry

Qualifications

To be eligible for a Texas LTC, you must:

  • Be at least 18 years old (new rule as of 2023).
  • Have a clean criminal background, including military service and recent juvenile records.
  • Not be under a protective order.
  • Not be dependent on chemicals.
  • Be of sound mind.
  • Not be in arrears for fines, fees, child support, etc.
  • Be eligible to purchase a handgun by passing the NICS check.
  • Complete the required training.

Applying for the License

The application process involves two steps: completing a training course and submitting an application. These steps can be done concurrently, and you may choose either one to start with.

  1. Take a Training Course:
    • Find a DPS Qualified Instructor. Certified Instructors of the Texas Handgun Association are listed on this site.
    • Complete the training course. Starting from September 1, 2013, the class duration is 4 to 6 classroom hours, including a written exam and a shooting practical. Both tests must be passed with a score of 70% or higher.
    • The written exam covers law, nonviolent conflict resolution, and handgun use and storage, with the main focus not being on shooting.
    • The shooting practical involves firing fifty rounds from a handgun, including 20 shots at three yards, 20 at seven yards, and 10 at fifteen yards. After passing both tests, your instructor will provide you with the COURSE CERTIFICATE OF TRAINING LICENSE TO CARRY A HANDGUN PROFICIENCY LTC-100, which should be sent with the supplementary forms for your application.
  2. Complete an Application:
    • Visit the License To Carry A Handgun website.
    • Submit a request online at the DPS Handgun Licensing site. If you belong to specific groups such as senior citizens, active military or veterans, active or retired judges, peace officers, prosecutors, or are indigent, check Licensing Fees and Required Documents for reduced license fees and additional forms.
    • Download or print required forms from the Downloadable Forms section.
    • Fill out the online application with the following information:
      • Your valid Texas Driver License or Texas Identification card.
      • Current demographic, address, contact, and employment information.
      • Residential and employment details for the past five years.
      • Information about psychiatric, drug, alcohol, or criminal history.
      • Your valid email address.
      • Payment via a valid credit card (Visa, Mastercard, Discover, or American Express), as all fees are non-refundable.
    • Complete the online application process.
    • If you have an out-of-state ID, obtain two passport photos.
    • Have fingerprints taken. Note: IdentoGO cannot take your prints until DPS has received your application, so complete your online application before scheduling your fingerprint appointment.
    • Have your prints scanned by IdentoGO. Remember that IdentoGO does not accept walk-ins; appointments must be made.
    • Mail the following documents to the Department of Public Safety:
      • The DPS checklist printed at the end of the application process.
      • The completed Photo Holder with two passport photos, if your ID is out-of-state.
      • Documentation required for special conditions.
      • Completed LTC-100, provided by your instructor if you are unable to scan and upload it into the DPS database.
      • The required fee in the form of a personal check, cashier’s check, or money order.

Note:

  • If you request “signature required” for mailed documents to DPS, it will extend processing time.
  • Keep copies of all documents for your records.
  • If there are no issues with your application, processing typically takes about 60 days. For more details, refer to DPS’s “Reminder about Handgun License Applications Requirements and Necessary Documentation”.
  • Upon receiving your license, verify the information for accuracy.

Fill out the downloaded forms, ensuring that the two affidavits (LTC-85 and LTC-86) are notarized if necessary. If you have an out-of-state driver’s license, obtain two passport photos. Some instructors may offer this service. Have fingerprints taken, and ensure they are scanned by IdentoGO. Remember, IdentoGO requires an appointment, and your prints cannot be taken until DPS has received your application. DPS no longer accepts rolled ink prints. Mail the completed application form, along with any required documents and the necessary fee, to the Department of Public Safety. Ensure that all documents are mailed with proper postage and that you keep copies for your records. Processing typically takes about 60 days if there are no issues with your application. Upon receiving your license, double-check the information to ensure its accuracy. If you need to make changes to your license, such as updating your name or address or replacing a lost or damaged license, you can do so by logging back in to the system.
