The Texas Department of Public Safety (DPS) oversees the License to Carry (LTC) Program as authorized by the Texas Government Code Chapter 411, Subchapter H. Through this program, DPS grants licenses permitting individuals to carry handguns in Texas. It assesses applicant eligibility via criminal background checks and ensures ongoing eligibility for current license holders. Additionally, DPS certifies instructors who deliver the mandatory training course for applicants.

About TxHGA

Originating in 1997 as the Texas Concealed Handgun Instructor Association, the Texas Handgun Association (TxHGA) emerged a year after the implementation of Texas’ concealed handgun law, now known as the license to carry (LTC) law. Initially comprised of DPS-trained instructors licensed to educate Texans on legal handgun carrying, the association evolved.

In 2003, the association broadened its scope to include license holders and firearm enthusiasts interested in self-defense, prompting a name change to the Texas Concealed Handgun Association. Recognizing Texas’ allowance for both concealed and open carry, the association rebranded as the Texas Handgun Association in 2019, boasting a membership exceeding 1,500.

TxHGA’s Objectives and Mission:

  • Advocate for the enhancement and perpetuation of the Texas License to Carry (LTC) Law.
  • Represent members’ standards and concerns to the public, media, DPS, and lawmakers.
  • Encourage responsible firearm safety, ownership, and usage within our communities.
  • Provide up-to-date information on LTC laws, curriculum, and related topics to members.
  • Uphold superior standards in instruction and training.
  • Safeguard the rights of law-abiding citizens to possess, retain, and legally carry firearms for personal defense.”
